Hwy 138 Bridge Water Main Replacement Project

Temporary Water Service Disruption Notice

– Monday March 4th, Tuesday March 5th, and Wednesday March 6th –

-From 8:00PM to 6:00AM –

A Temporary Water Service Disruption will occur on Monday 03/04/24, Tuesday 03/05/24, and Wednesday 03/06/24 between the hours of 8:00PM and 6:00AM. The temporary interruption in water service is necessary for a contractor working for Glide Water Association to repair/replace the waterline under the Little River Bridge. The outage is expected to last 6-10 hours each day depending on how work goes.

The Bridge Water Main Line will be shut off to allow nightwork to be done. Businesses and Residences on the East and West side of bridge will rely on water storage reserves until night work is completed and the bridge water mainline is repressurized. We don’t expect anyone to be affected by the outage during the night.

We encourage all residents and businesses to conserve water usage during the time of the water service disruption until water service can be restored.

If you have any questions, please contact us at glidewaterassociation@gmail.com or call us at 541-496-3614.

WE APOLOGIZE FOR ANY INCONVENIENCE AND THANK YOU FOR YOUR PATIENCE AND COOPERATION

Common Questions

What Bridge in Glide is it?

The Highway 138 Bridge over Little River is located near the Colliding Rivers Landmark. It is not the green bridge leading to Idleyld Park.

Will my home or business be affected by the outage happening at night?

Glide Water Association is having the outages on Monday 03/04/24, Tuesday 03/05/24, and Wednesday 03/06/24. The outage will occur every night between the hours of 8pm and 6am. We are doing the work at night to best avoid affecting the quality of water service for our members. With only the Hwy 138 bridge over Little River water mainline being affected by the outage, businesses and residences to the east and west of the bridge would still have water service being provided by our water storage reservoirs.

Can I use water between 8pm and 6am on the days of the planned night work?

You absolutely can still use water, during the outage only the bridge water main line will be depressurized. Residences and Businesses on the east and west side of the bridge will still have water provided from water storage reservoirs. We have planned this work to be completed at night to try and avoid affecting the quality of water service to homes and businesses as much as possible.

We do request that water consumption at night for March 4th, 5th, and 6th be conservative so water storage reserves are not depleted quickly by unnecessary water usage.

My Residence or Business was affected by the last planned outage, how will I not be affected by these upcoming planned outages?

We have installed a new valve closer to the bridge water main line that would help isolate the bridge water main line. With the new valve those who were affected by the previous planned outage can still be connected to water service being provided from our water storage reservoirs and should not be affected by us depressurizing the water main line under neath the bridge.

Highway 138 Bridge Water Main Repairs Project

The GWA water main underneath ODOT’s Highway 138 Bridge over Little River is in urgent need of repair.  This critical piece of infrastructure connects our main 300,000-gallon water reservoir on Mountain View with the system.  The water main under the Hwy 138 Little River Bridge was discovered to be severely out of alignment, damaging the pipe and breaking several of the hangers that hold the pipe to the bridge.  We do not know the root cause of this damage, but this section of ductile iron pipe was installed without expansion joints under the bridge.  The GISD (Glide-Idleyld Sewer District) pipe located near the GWA pipe does have one expansion joint installed – see the photos below.

Misalignment of the water main and the broken hangers under the Hwy 138 Bridge over Little River.

An expansion joint on the GISD pipe under the Hwy 138 Bridge over Little River.

Civil West Engineering was engaged to manage this project and abide by ODOT’s requirements for the repairs of the waterline.  A site visit conducted by Civil West Engineering on March 7th confirmed that several of the hangers from the bridge had broken and the pipes are misaligned by more than 25 degrees in some cases.  The most probable cause of this damage was expansion/contraction of the waterline and bridge.  We understand that there may be an expansion joint buried under the highway surface at the west-end of the bridge, but this does not seem to make any sense as a buried expansion joint could cease functioning over time.  We have not been able to locate any documentation about the presence or location of any expansion joint.

This project includes installing connection valves on both ends of the bridge and a temporary above ground 6″ PVC C900 water main.  New 6″ ductile iron pipe with two expansion joints (one at each end of the bridge) and new heavy-duty pipe hangers will be installed under the bridge.  Finally, the temporary PVC water main will be removed.

We have contracted with HP Civil to complete the work and construction is scheduled to begin January 30, 2024, and be completed by the end of May.
