Job Description: Water Operator
The Glide Water Association (GWA) Operator is responsible for assisting the Lead Operator and Direct Responsible Charge (DRC) in the operations and maintenance of the distribution system and associated equipment. The Operator will assume day-to-day operations responsibility when the Lead Operator and Direct Responsible Charge (DRC) are away.
The Operator reports to the Lead Operator and Direct Responsible Charge (DRC) and shall assist with the following operations:
- Operation and Maintenance of Water Plant and Equipment
Assist the Lead Operator and Direct Responsible Charge (DRC) with maintaining the GWA Plant, Pipelines, Pumps, Valves, and Storage Equipment will meet the water requirements for the Association Members, this includes, but is not limited to the following:
- Operation and Maintenance of the GWA Plant.
- Regular Inspection and Maintenance of the GWA Pipelines including all valves and pumps.
- Regular Inspection and Maintenance of the GWA Water Storage Systems.
- Regular verification of plant and distribution systems calibration and operation.
- Maintenance of the GWA vehicle fleet.
- Project Management
- Manage Projects in coordination with the Lead Operator and Direct Responsible Charge (DRC), this includes planning, scheduling, and implementation of projects through completion.
- Immediately Notify the Lead Operator, Direct Responsible Charge (DRC), and the Board of Directors on any issues that may impact a project.
- Meter Reading
Assist with monthly meter reading which happens between the 20th and 25th.
- Operation of GWA Heavy Equipment – The Backhoe
The Operator shall be capable of the safe operation of the GWA backhoe, and any other “Heavy Equipment” that may be acquired or rented for GWA Operations. Knowledge of the safe operation of this equipment is critical. The Operator shall assist with the upkeep of this equipment.
- Skills Knowledge, Experience, Education Required for the Operator
The Operator will possess, or work towards obtaining, at a minimum a Class 2 Operator Certification and Class 1 Distribution Certification. Ongoing Education required to maintain the appropriate Certificates will be paid for by the GWA.
- Work Hours and “On Call” Duty
The Operator is an Hourly Position. The number of hours worked per week is 40, including any “On Call” responses and Weekend “On Call” Duty.
The normal working hours for GWA personnel are 7:00 AM to 4:00 PM Monday through Friday. The Operator should be generally available to assist the Lead Operator during this time.
“On Call” duty starts on Monday evening at 4PM and ends the following Monday morning at 7AM. Operators will be credited 1 hour each day they are “On-Call”. Operators “On Call” are encouraged to work only 34 hours that week and 39 hours the next pay period to avoid Overtime, unless issues or events arise where Overtime is unavoidable.
Weekend “On Call” duty consists of regular plant and reservoir checks remotely via SCADA and TankScan on an as needed basis for Saturday and Sunday. Depending on weather events, checks might need to be more frequent to maintain chemical adjustments. This will be credited as 1 hour for each day. Weekend “On Call” duty will be alternated and split between the Lead Operator and Direct Responsible Charge (DRC). Plant Check on Saturday and Sunday Mornings, with actual work typically lasting less than 1 hour, and can be split between the Lead Operator and Operator.
Any “On Call” responses will be credited as 2 hours minimum, if the “On Call” response lasts longer than 2 hours, the total amount of time will be credited to the 40-hour weekly total. Any credited time must be used during the same “pay period” as the “On Call” response.
- Overtime Policy
Employees are to work 40 hours each week, considered as seven days, Sunday through Saturday and normal working days, Monday through Friday. If before the end of the week an employee reaches their 40 hours, then the employee must not return to work that week since they have reached their required 40 hours. If taking time off is impossible due to work demand, then any overtime for the week must be recorded with an Overtime Authorization Form. Any overtime paid to employees will be reviewed monthly by the Board of Directors in the Financial Reports.
Scenario 1: An Employee had to fix a water line leak by working late on Wednesday and Thursday. Because of the hours the Employee worked on Wednesday and Thursday they had reached their 40 hours for the work week. Even though Friday is a normal working day the Employee will not need to come to work because they have reached their 40 hours already.
Scenario 2: An Employee was working late for Monday, Tuesday, and Wednesday because of pump complications at the plant and needed to run the plant in hand. The pumps are still having complications and will need to be run in hand for most of the night to fill up the reservoirs. Even though the Employee has already reached their 40 hours by Wednesday, they still need to come into work to keep the plant running and reservoirs full. The Employee will need to fill out an Overtime Authorization Form to be included with their time sheet and submit it to the General Manager.
